A Rural Economy Use Site Plan (
Process Flow Chart), or REST, is essentially a Site Plan (STPL) with two modifications: it has a reduced fee; and it undergoes a less formal review process. The format for submission appears in
Chapter 8 of the
Facilities Standards Manual (FSM).
The plan will be submitted to the Customer Service Team on the second floor of the County Government Center, along with a completed
Land Development Application (LDA).
The plan will be distributed to a project manager in the Engineering Division of Building and Development, who will disseminate it to reviewers in Zoning, VDOT, LCSA or Health Department as appropriate, Erosion and Sediment Control, and other agencies if required. The project manager shall review the plan for compliance with
Chapter 4 and
Chapter 5 of the FSM.
The plan will need to conform with Commonwealth Erosion and Sediment Control law. If more than 10,000 square feet of ground are being disturbed, a grading permit shall be required. This application can be picked up at the Customer Service Counter. Grading permits require a bond be posted.
If a new or modified entrance onto a state maintained road is proposed, a VDOT entrance permit shall be required. This can be obtained at the VDOT Residency Office at 41 Lawson Road in Leesburg following approval of the REST.
